Parliament of Uzbekistan prepares changes to Constitution
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan, lower house of parliament, held its next session.

During the session, MPs discussed a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with adoption of the Law “On amendments to certain articles of the Constitution (articles 78, 80, 93, 96 and 98)”. The law was submitted to the parliament by the Uzbek President Islam Karimov.

The document is directed at harmonization of several legislative acts with the separate articles of the Constitution related to order of appointment and discharge of Prime Minister, heads of other executive bodies of the government and regulating activity of the both chambers of Oliy Majlis.

UzLiDEP MPs stated that the changes to some legislative acts will expand authority of the parliament and improve efficiency of parliament control over execution of the State Budget, improve role of MPs in determining nominee of Prime Minister.

Representatives of the NDPU underlined that changes to laws are directed at ensuring more balanced allocation of authority among three subjects of power: President – head of the state, legislative and executive powers. They noted that the document also strengthens role and impact of political parties in implementation of social-economic, public political reforms, modernization of the country.

MPs from Milliy Tiklanish stated that the draft law fully meets goals and tasks on liberalization of the bodies of the state management and implementation of constitutional principles of division of the powers. Introduction of changes to the laws will help to develop new public-political relations in the country and create optimal conditions for implementation of interests and freedoms of the citizens.

Adolat MPs said that the draft law is important step for strengthening role and position of each political party. Harmonization of some laws to the Constitution will strengthen the rule of law, construction of legal civil society.

Members of Ecologic Movement of Uzbekistan said the draft law will also improve work with civil society institutes. MPs said that it is necessary effectively use such methods of parliamentary control as interpellation, hearing, etc.

MPs approved the concept of the law and adopted it in the first reading.
