Over 4,000 Fare Dodgers Fined in Tashkent Since Beginning of 2025
Tashkent, Uzbekistan (UzDaily.com) — Since January 2025, a total of 4,090 individuals have been held administratively liable for riding buses in Tashkent without a valid ticket, according to a report by Uzbekistan’s Ministry of Transport.
The violations were uncovered as part of intensified inspection campaigns carried out by the Transport Control Inspectorate in coordination with the State Institution for Monitoring and Control of Public Transport in the capital.
Fines began to be imposed on 14 March, and by 1 April, 56 people had already been penalized.
The basis for enforcement is found in Paragraph 5 of Article 144 of the Administrative Liability Code, which stipulates penalties for fare evasion on urban and suburban public transport, including trolleybuses, trams, and buses. The fine is set at one-tenth of a base calculation unit, currently equivalent to 41,200 soums.
Passengers using one-time QR tickets must retain them until the end of the journey and present them upon request by inspectors. Such checks are conducted daily.
As of 1 January 2025, cash payments have been completely phased out on Tashkent buses. Fares can now be paid using more than ten methods, including ATTO transport and virtual cards, contactless UzCard and Humo bank cards, international cards such as Visa, MasterCard, and UnionPay, as well as mobile payment apps like Click, Uzum, and Plum.
Cash payments are only allowed for purchasing one-time QR tickets, which cost 3,000 soums and are available through Paynet, Oson, and Multipay infokiosks, as well as at designated Paynet points. In contrast, non-cash payments are charged at a reduced fare of 1,700 soums.
QR tickets validated through the ATTO system enable precise tracking of passenger numbers. Since the introduction of this system in January 2025, passenger volumes have increased by 30–40% compared to the same period last year.
