Prior to appointment, Mr. Mahmudov worked as director of the Center on scientific-technical and marketing research – UNICON.UZ.

Mahsum Mahmudov replaced Shukhrat Sadikov at this post. In March 2010, Shukhrat Sadikov was appointed as head of information-analytical department on information systems and telecommunication of the Cabinet of Ministers of Uzbekistan.

Mahmudov was born in 1964. He graduated from the Novosibirsk Electro technical Institute of Communications as an engineer-economist in 1986. . In 1997, he graduated from the Academy of State and Social Construction under the Uzbek President and received a degree in economics. Mahmudov received a PhD in technical sciences in 2006.

He worked as the Uzbek Communications Ministry’s Economic Department director in 1992-1996. Mahmudov served as Deputy Minister of Communications from 1996 to 1997, Deputy and First Deputy Director General of the Uzbek Agency for Post and Telecommunications in 1997-2002 and First Deputy Director General of the Uzbek Agency of Communication and Information - until 2004. From 2004, he was heading the Center on scientific-technical and marketing research – UNICON.UZ.

He is married and has a son and two daughters.
