NDPU determines new programme priorities
Tashkent, Uzbekistan (UzDaily.com) -- Members of People’s Democratic Party of Uzbekistan (NDPU) discussed issues of further boosting activity of parties in connection with changes and amendments to Constitution of Uzbekistan and some other legislative acts.

Institute for Studying Civil Society in cooperation with the Central Council of NDPU held seminar dedicated to priorities of the party in the context of the law "On introduction of changes and amendments to article 78, 80, 93, 96 and 98 of the Constitution of Uzbekistan" and other legislative acts.

The event was attended by members of NDPU fraction at the Legislative Chamber, party’s Central Council, MPs at local Deputies Councils, experts, and others.

It was noted that proposed of Uzbek President and approved by parliament, changes to the Constitution are directed at turning parliament to conductor of democratic reforms directed at forming strong civil society, developing parliamentarism in the country and strengthening multi-party system. At the same time, the changes increase authority and rights of parliament and parties, as well as their responsibility for reforms and progress of the country.

The participant stressed that the concept of further deepening democratic reforms and forming civil society in the country is a fundamental document directed at introducing of novelties to all spheres of life and further deepening democratic reforms and forming civil society.

In this context, the participants underlined that adoption of the law “On introduction of changes and amendments to article 78, 80, 93, 96 and 98 of the Constitution of Uzbekistan” has great importance for more balanced distribution of authorities among three subjects of state power – President, Legislative and Executive powers. This is new stage of modernization of political systems.

According to experts, changes and amendments to the Constitution allow parties to form the government and impact to its structure at necessity through such tools as vote of no confidence, which will develop competition among political parties.

Besides, the participants underlined importance of considering and approving candidacy of Prime Minister by parliament. The candidacy of Prime Minister will be submitted by party, which won the most seats in the parliament. So, the parties and their MPs should make real contribution to social-economic, public-political and judicial-legal reforms in Uzbekistan.

Other important issue is that party programmes should be aimed at effective implementation and directly linked with interest of voters. NDPU said that the party should boost work on directions, indicated in the Concept, as the party has great experience and cadre potential.
