MPs consider amendments to law “On traffic safety”
Tashkent, Uzbekistan (UzDaily.com) -- Committee of Legislative Chamber of Oliy Majlis of Uzbekistan on defense and security held a roundtable dedicated to discussion of a draft law “On introduction of changes and amendments to the law of Uzbekistan “On traffic safety”.

MPs, representatives of corresponding ministries and departments, political parties and Ecologic Movement of Uzbekistan, scientists and others participated at the meeting.

Traffic safety is important issue of the society. Uzbekistan has adopted several legislative documents, which regulates issues in the area. In particular, Uzbekistan adopted a law “On traffic safety”. Fast development of automobile industry of Uzbekistan, improvement of transport infrastructure, construction of new roads requires further improvement of legislative framework in this area. The law “On introduction of changes and amendments to the law of Uzbekistan “On traffic safety” was developed in this connection.

The draft law is directed at determining priority directions and principles of state policy in protection of lives, health and property of the citizens, ensuring their rights and interests, interests of state and the society, and ensuring traffic safety.

The law is amended with several new articles. In particular, the law will be included with article 31 “Main principles of ensuring traffic safety”, article 62 “Rights of hired drivers of vehicles in ensuring traffic safety”, article 91 “Participation of nongovernmental and noncommercial organizations in implementation of traffic safety measures”, article 111 “Ensuring traffic safety at construction of service objects at roads”, article 161 “Training, improving skills, testing knowledge of traffic safety workers and instructing them”, and article 181 “Organization of accounting on current state of traffic safety”.

During the meeting, the participants discussed necessity on introduction of changes in current law. It was noted that the article 161 sets requirement that employers should train and retrain their employees on their knowledge on traffic safety. The new amendments set that officials and responsible persons for traffic safety should be re-trained once a three years.

The draft law also clarifies terms of mandatory and secondary certification, declaration of vehicles, their constructions and parts, additional equipment, spare parts and components.

It was underlined that adoption of the law will help to protect lives and health of the citizens, raise responsibility of enterprises and organizations, which own automobiles, and citizens to adhere traffic security rules
