Measures to further improve the quality and efficiency of preschool education to be implemented

Tashkent, Uzbekistan (UzDaily.com) — A Presidential d ecree “On Additional Measures to Further Improve the Quality and Efficiency of Preschool Education” has been adopted in Uzbekistan.

According to this decree, within the framework of the state preschool education program, educational and methodological materials will be developed, focusing on:

– The development of cognitive, psychomotor, and social skills for children in younger and middle groups;

– The formation of cognitive, communicative, and creative competencies for children in senior groups and those preparing for school.

Starting from the 2026/2027 academic year, the following will be introduced:

– A system where preschool institutions will maintain a child development card in the Preschool Education Management Information System;

– The issuance of electronic certificates to children completing preschool preparation, based on their development card.

By 1 August 2025:

– Electronic resources, audiovisual materials, and educational-methodological materials created within the state preschool education program will be made available in the Preschool Education Management Information System, with free and open access provided;

– A personal account for parents will be created, displaying the child’s development card.

From 1 January 2025:

– A new position of deputy director will be introduced in preschool education organizations;

– At least one key preschool educational institution will begin operating in each district (city) of the republic;

– A phased introduction of a professional development format called "Hour of Methodological Mastery" will be implemented, with "Day of Methodological Mastery" being introduced in key institutions;

– Directors who also work as trainers will receive an additional monthly bonus of 20% of their base salary.

From 1 March 2025, as part of a pilot project, mobile services for professional development will be launched for educators working in remote and hard-to-reach areas.

Funds from the Minister of Preschool and School Education’s Fund will be allocated to incentivize leaders and educators in preschool institutions.

From 1 January 2025, a pilot project will begin to open inclusive groups in general-type state preschool educational institutions — with one group per district (city).

Starting from the 2025/2026 academic year:

– A dual form of education will be introduced in state universities for the "Preschool Education" specialty;

– At least 200 targeted quotas will be allocated annually for part-time and evening programs in this specialty.

The repayment period for preferential loans issued from 2018 to 2022 for the creation of non-state kindergartens under public-private partnerships will be extended by five years.

Starting from 1 October 2024, social tax for individuals working in multiple family-run non-state kindergartens will only be paid at their primary place of employment.

From 1 September 2025, agreements on the creation of non-state kindergartens under public-private partnerships will be concluded electronically via the Preschool Education Management Information System.

From 1 January 2025, it will be permitted to create non-state kindergartens on vacant land plots belonging to state general education institutions with low student enrollment under public-private partnerships.
