Tashkent, Uzbekistan (UzDaily.com) — The Committee for the Development of Competition and Protection of Consumer Rights of Uzbekistan has taken action against LLC SHAFFOF SEMENT SANOAT for manipulative practices in the cement product market.
According to paragraph 29 of the Regulation "On the Procedure for the Sale of Highly Liquid and Monopolistic Products at Exchange Auctions," approved by Cabinet Resolution No. 170 on 18 March 2020, the antimonopoly authority is required to regularly monitor exchange prices.
The monitoring revealed that between January and December 2023, and from January to July 2024, SHAFFOF SEMENT SANOAT sold 20,645 tons of cement through direct contracts, bypassing exchange auctions. A total of 298 such cases were recorded.
It was found that the prices for products sold directly exceeded the average exchange quotes, resulting in a difference of approximately 669 million soums. According to Cabinet Resolution No. 170, the sale of highly liquid or monopolistic products through direct contracts is considered manipulation.
A special commission from the territorial department of the committee in the Fergana region has initiated a case against SHAFFOF SEMENT SANOAT for violating Article 29 of the Competition Law.
As a result, measures have been taken against the company in accordance with established procedures.
