Measures adopted to strengthen discipline on payment for consumed electricity

The document was adopted to ensure rational and effective use of electricity, strengthen payment discipline and improvement of mechanism for consumed electricity, raise responsibility of workers of Uzbekenergo and consumers for compliance to rules of electricity use.

The resolution said that Uzbekistan implements a project on automated system of controlling and accounting electricity (ASCAE) with installation of modern electronic electricity meters at legal entities and individuals of Tashkent city, Bukhara region, Jizzakh region, Samarkand region, Syrdarya region and Tashkent region in 2012-2017.

The resolution set an order, in line with which replacement of existing and installation of modern electricity meters and equipment for accounting consumed electricity at legal entities and individuals will be financed due to own and attracted resources of Uzbekenergo.

At the same time replacement and modernization of existing metering transformers of legal entities, which do not meet requirements, will be carried out due to own resources of legal entities.

The Government entrusted Uzbekenergo in cooperation with the Ministry of Economy and Ministry of Finance in Uzbekistan in cooperation with other interested bodies to develop a proposal on speeding up implementation of the project on introduction of ASCAE with installation modern electrical electricity meters and source of its financing.

The Government said that management of Uzbekenergo, structural divisions and consumers are responsible for ensuring timely payment for consumed electricity and avoiding formation of accounts receivable.

According to the resolution, Uzbekenergo was entrusted to form groups on debt collection and technical group on revealing cases on illegal connection to electricity networks.

Uzbekenergo in cooperation with the State inspection on electricity supervision and other interested bodies were entrusted to organize mobile laboratory to certify electricity meters.

The document said that Uzbekenergo in cooperation with commercial banks and Uzbekistan Pochtasi should introduce single software and technical means to ensure online accounting payments, received for consumed electricity from legal entities and individuals.

The resolution underlined that within the implementation of the project on introduction of ASCAE, it is planned to install 5.685 million units of modern electronic electricity meters across Uzbekistan.

It is expected that 658,200 meters will be installed in Ferghana region by the end of 2018, 643,300 units in Tashkent city, and 597,400 units in Tashkent region.
