Legislative Chamber discusses execution of budget in Namangan region
Tashkent, Uzbekistan (UzDaily.com) -- Committee of Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 12 October 2011 to discuss execution of the law “On budget system” in Namangan region.

Representatives of ministries and departments of Uzbekistan, as well as mass media along with MPs participated at the session.

It was said that some new 166 production objects in Namangan region in 2010. Besides, the region modernized 48 enterprises and directed 22.6 billion soums. This helped to create 1,306 jobs.

In the first half of 2011, the region launched 70 production enterprises and modernized 24 industrial enterprises, as well as created new 376 small businesses in industry and 951 firms in service sector.

During the session, it was said that the commercial banks issued loans for 80.1 billion soums to small businesses in the first half of 2011, which grew 1.4 times year-on-year.

In the result of the adopted measures, the growth of gross regional product in Namangan region made up 12.4% in 2010 and 13.9% in the first half of 2011.

Income part of territorial budget in 2010 was executed by 103% and in the first half of 2011 – 102%.

It was said that tax bodies of the region attracted 260.8 billion soums to local budget compared to planned volume of 256.3 billion soums in 2010 and 164.8 billion soums in the first half of 2011 compared to planned volume of 163.5 billion soums.

At the session it was said several shortages were revealed at the execution of the Law “On budget system” in Namangan region. It was said that some districts of Namangan region failed to prepare draft budgets in time.

The analysis of execution of the income part of budget showed that the budget plan was executed overall, but there were shortages on execution of separate income types. In 2010, the region did not fulfill plans on VAT by 0.8 billion soums and off-budget payments and receipts by 1.4 billion soums. In the first half of 2011, the region did not fulfill legal entity property tax by 0.4 billion soums and off-budget payments and receipts by 0.8 billion soums.

Participants said that the district administrations failed to solve existing problems and did not develop plans on ensuring incomes to local budgets.

At the end of the meeting, the committee adopted a corresponding decision on considered issues.
