Legislative Chamber discuss protection of children
Tashkent, Uzbekistan (UzDaily.com) -- Committee of Legislative Chamber of Oliy Majlis of Uzbekistan on democratic institutes, non-governmental organizations and self-governing bodies in cooperation with UNICEF Office in Uzbekistan held a roundtable “Basics of de-institutionalization: international standards, foreign experience, legislation of Uzbekistan” on 29 January 2013.

The press service of the Legislative Chamber said that MPs, Senators, representatives of ministries and departments, as well as NGOs participated at the event.

It was said that Uzbekistan is member of over 30 international agreements on human rights, including Convention of children’s rights. Uzbekistan also adopted several laws to protect children and guarantee their rights.

Currently, Uzbekistan has 13 children houses, of which 10 are accepting children at the age of up to three. The houses can accept 970 children. At the beginning of 2012, number of children at these houses was 742. About 385 of children or 51.8% are orphans.

The roundtable underlined that 638 children left houses. Some 311 of them (48.7%) were taken by parents and 257 (40.2%) were adopted. About 44 children (7%) left Mehribonlik houses due to their age and 27 (4.2%) of them were accepted to Muruvvat Houses.

The event stated that houses have enough number of medical employees and children undergo health exams twice a year.

In accordance with Article 24 of the Law of Uzbekistan "On guarantees of the rights of the child", the state undertakes necessary measures to address the conditions, which impede children to be with their families or return of children to family if they were separated. The state provides financial, counseling and other assistance and support to families with children with disabilities and children with physical and (or) mental development.

It was said that relatives receive a primary right to take care of children without parental care. Placement of children in institutions is a last measure, when it is impossible to determine the child's family. Vulnerable children, who cannot be in family, can be placed to specialized establishments, which can provide them support and care, or can receive guardians.
