Legislative Chamber discuss implementation of state budget
Tashkent, Uzbekistan (UzDaily.com) -- Committees of the Legislative Committee of Oliy Majlis of Uzbekisttan held sessions to discuss implementation of the state budget in 2011 and the first quarter of 2012.

MPs, heads of ministers and departments, specialists in the area and representatives of mass media participated at the sessions.

It was noted that Uzbekistan achieved high growth of economic figures. The economy increased by 8.3% in 2011, industrial output – 6.3%, agriculture production – 6.6%, construction works – 8.1%, retail trade – 16.4%, and paid services – 16.1%.

Support of exporters and diversification of export structure helped to increase exports volume by 15.4% in 2011 and significant size of the positive trade balance and growth of international reserves were recorded.

The volume of attracted investments grew by 11.2% in 2011 due to attraction of investments to modernization and re-equipment of capacities, transportation infrastructure, etc. Some 1,006 new production capacities were launched in 2011 and implementation of 144 investment projects were completed. Qishloq Qurilish Bank completed construction of 7,400 houses with standard projects in rural areas.

Measures directed at simulating small and private businesses helped to increase its share in GDP from 52.5% in 2010 to 54% in 2011. Uzbekistan created about 1 million new jobs in 2011, of which 68% were created in rural areas. Real income of population rose by 23.1% year-on-year. State budget was implemented with surplus and inflation level did not exceed forecasted level.

State budget execution focused on development of social sector. Share of expenses to education, healthcare and social support of people made up over 58% in 2011 and 58.6% in the first quarter of 2012.

MPs criticized budget establishments for shortages in targeted use of budget resources, financial violations, debts, etc.

MPs discussed information on this issue, provided by ministries and departments. MPs made their proposals on improving efficiency and targeted use of budget resources and financial discipline, as well as executing of laws in the area.

The participants also discussed issues on boosting investment activity and organization of economic environment in the regions, strengthening income part of local budget, improve inter-budget relations, etc.

The committees adopted corresponding decisions on considered issues.
