KOICA Signs Record of Discussion on ODA Project in Uzbekistan with the Senate and Legislative Chamber of Oliy Majlis

Tashkent, Uzbekistan (UzDaily.com) —  On 9 September, the Korea International Cooperation Agency (KOICA) signed a Record of Discussion with the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on the “Project to Increase the Openness of the Senate and Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan through the Implementation of a Parliament Broadcasting System and the Improvement of Connections with Regional and Local Councils”

The signing ceremony took place during KOICA President Chang Won Sam’s visit to Uzbekistan and was attended by Senate Chairperson Narbayeva Tanzila Kamalovna and Speaker of the Legislative Chamber of the Oliy Majlis Ismoilov Nuriddin Muydinkhonovich. This event marks a historic milestone as it is the first time both the Senate and the Legislative Chamber of the Oliy Majlis have jointly hosted and participated in such an event. The agreement represents a significant step towards enhancing parliamentary transparency and strengthening links between central and regional parliaments.

Discussions on this project commenced in 2022, initially focusing on the Legislative Chamber of the Oliy Majlis. However, during the preliminary and implementation surveys, it became evident that the Senate’s participation in the project was also necessary to ensure comprehensive transparency across both chambers of the Oliy Majlis. Consequently, an additional planning survey was conducted in February this year. The project’s total budget is set at $13.95 million, which is double the budget of the previous initiative.

The project will involve the installation of real-time broadcasting systems in both the Legislative Chamber and the Senate. Additionally, it will enable video conferences with local assemblies, allowing the public to monitor all Oliy Majlis activities via a single website. The project is scheduled for completion by 2027, commencing with the signing of this Record of Discussion.
