Government approves regulation for parking sights

The Cabinet of Ministers of Uzbekistan issued the resolution “On approval of the regulation on order of organization and exploitation of permanent and temporary parking sights for automobiles”.

The document was adopted to order activities of legal entities, which render permanent and temporary storage of vehicles, as well as raise quality of the services.

The resolution said that the state tax service bodies were entrusted to set firm control over activities of legal entities, rendering regular and temporary storage of the automobiles.

The regulation determines order of carrying out services on storage of automobiles by the legal entities.

According to the regulation, permanent or temperate storage of the automobiles at allocated land or other places on payment bases are services on storage of the vehicles.

The regulation said that its clauses are not applied to individual garages (establishments built by vehicle owners near their houses and due to resources of their owners), parking sights near buildings of organization, which store cars for free of charge, and parking sights, which store cars for the violation of the legislation.

The document said that only legal entities can provide services on storage of cars. The local administrations allocate them land for organization of paid parking, it added. The land, provided for parking, cannot be leased.

The regulation set requirements for parking sights. It said that the parking sights should have firm pavement, waste bins, lightening, anti-fire means, special entrance and exit place, fences, controller booth, car parking scheme, etc. The document said at least two places should be allocated to people with disabilities.

The regulation said that it is banned to construct or install buildings in the parking sight, repair or wash cars, or fuel the vehicles, use fire, drink alcohol or smoke. The speed of the car should not exceed 5 km an hour.

The rules of storage, fire safety rules, prices for services and copy of the state registration should be placed in entrance of the parking sight.

Legal entities, rendering vehicle storage services, should have cash registrar and POS-terminals. They can accept payments in cash or with banking payment cards. They should provide document on payment of the fee to drivers.

The markets and trade complexes with car parking sights for 300 vehicles should also install electronic time miters, which will register time of entry and exit of the cars.

Legal entities received right to set fare for services, but it cannot exceed the maximum price for this type of services, set my MPs of local councils.

The cars with leak of fuel, oils, liquefied or compressed gas will not be allowed to enter parking sight, the document said. It added that vehicles with flammable or explosive goods, as well as radioactive or poisonous materials cannot enter the parking sights.

The document also sets other requirements for security at parking sights and their workers, fire safety, etc.
