GIS: Beeline and Ucell violate licensing requirements
Tashkent, Uzbekistan (UzDaily.com) -- Mobile operators UNITEL (trademark Beeline) and COSCOM LLC (trademark Ucell) are violating use of radio electronic means and radio frequency spectrum, the State Inspectorate for Supervision in the Sphere of Communications, Informatization and Telecommunication Technologies (GIS) said.

The Inspectorate noted that in May and June of 2017 violations of the requirements for the use of base stations and radio relay lines in mobile networks of these operators were detected.

According to the Inspectorate, mobile operators illegally exploited and used for commercial purposes base stations and radio relay lines without issuing an act of acceptance into operation and without appropriate permits for technical operation of radio electronic means and radio frequencies.

In particular, violations were detected in Tashkent, Jizzakh, Syrdarya, Samarkand, Surkhandarya and Kashkadarya regions, as well as in the Republic of Karakalpakstan.

The Inspectorate said that operators were warned and brought to administrative responsibility “for systematic and gross violations of the requirements of regulatory legal acts and the terms of the license agreements, as well as for deterioration of the quality of mobile communication services”.

The Inspectorate stated that COSCOM and UNITEL systematically and rudely violate the terms of the license agreements (licenses) for right to engage in activities for the design, construction, operation and provision of services for mobile radiotelephone (cellular) communication networks, issued by the Ministry of Information Technologies and Communications of Uzbekistan, as well as the requirements of regulatory legal acts of Uzbekistan.

The Inspectorate said that number of complaints from subscribers of UNITEL and COSCOM shows deterioration of the quality of mobile operators’ services, including, interruption of the conversation during the talk or loss of the mobile network signal.

It added that the operators are systematically violating requirements of regulatory legal acts and the terms of the license agreements, which can lead to adoption of necessary measures against the mobile operators.

In accordance with provision on licensing of activities in the telecommunications sector, the license is terminated in cases of systematic or single gross violation of license requirements and conditions by the licensee.

The Inspectorate stated that it issued an order to the operators to ensure strict compliance with the requirements of the regulatory and legal acts of Uzbekistan and to fulfill the terms of the license agreement. It also notified the operators that in the event of failure to comply with the issued regulations, appropriate measures will be taken regarding their licensing activities.
