Tashkent, Uzbekistan (UzDaily.com) - The Committee of the Legislative Chamber of the Oliy Majlis on innovative development, information policy and information technologies held a control and analytical event to study the implementation of the Law of the Republic of Uzbekistan "On Personal Data".

At this control and analytical event, information was heard from the State Center for Personalization under the Cabinet of Ministers of the Republic of Uzbekistan on the work done to ensure the implementation of Article 20 of the Law of the Republic of Uzbekistan "On Personal Data" and Article 271 of this document, which will enter into force on April 15, 2021.

As noted, according to this article of the Law of the Republic of Uzbekistan "On Personal Data", now social networks and Internet companies such as "Facebook Inc." (Facebook Messenger, Instagram, WhatsApp), Google (Google Messenger, YouTube), Mail.ru (VKontakte, Odnoklassniki), Microsoft Skype, Telegram, Tencent Wechat, TikTok, Twitter, Yandex (Yandex.axi, Yandex.maps, Yandex. messenger, Yandex.Money) when processing personal data of citizens of the Republic of Uzbekistan using information technologies, including the global information network Internet, is obliged to ensure their collection, systematization and storage in databases of personal data on technical means physically located on the territory of the Republic of Uzbekistan and registered in the prescribed manner in the State register of personal data bases. This means that if social networks and Internet companies want to conduct legal activities in the Republic of Uzbekistan, they must transfer their equipment to the territory of Uzbekistan or, in accordance with the established procedure, can be brought to administrative or criminal liability.

According to the director of the State Center for Personalization U. Tashkhodzhaev, by now the center has carried out a number of works in this direction. In particular, to ensure the collection and storage of personal data using information technology, Facebook Inc. (Facebook Messenger, Instagram, WhatsApp), Google (Google Messenger, YouTube), Mail.ru (VKontakte, Odnoklassniki), Microsoft Skype, Telegram, Tencent Wechat, TikTok, Twitter, Yandex (Yandex.axi, Yandex.maps, Yandex. messenger, Yandex.Money), which carry out activities abroad, sent letters on compliance with the requirements of the law.

At the same time, through the information system pd.gov.uz, created to ensure compliance with the requirements of Article 20 of the Law of the Republic of Uzbekistan "On Personal Data", owners and (or) operators are registered in the prescribed manner in the State Register of Personal Data Databases.

The deputies also expressed their opinions and judgments on the item on the agenda. In particular, the deputy of the lower house of parliament Sh. Sharafutdinov noted that the introduction of such norms into the legislation of the Republic of Uzbekistan is aimed, first of all, at ensuring the personal rights and freedoms of citizens. This right is enshrined in Articles 13 and 27 of the Constitution of the Republic of Uzbekistan.

It was emphasized that in recent years, various cyber attacks have been carried out on the above social networks and Internet companies. As a result, the personal data of millions of people, as well as citizens of Uzbekistan, are stolen. There is a growing risk that those who illegally obtain the passport data of our citizens will use them for socio-political and economic purposes.

Despite the fact that 1 month has passed since the law came into force, the lack of visible results of the relevant state bodies in this area caused the deputies to disagree.

At the event, held in a lively spirit, the deputies made recommendations to the Cabinet of Ministers and the State Center for Personalization on the development of specific action plans, the timely and high-quality implementation of legislative acts.
