Experts evaluate democratic reforms in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Local and foreign experts discussed issues of further deepening democratic reforms in Uzbekistan through implementation of concept on transfer from strong state to strong civil society.

The event provided good opportunity for specialists to exchange opinion on democratic reforms in Uzbekistan, perspectives of implementation of the concept of further deepening democratic reforms and forming civil society in the country, proposed by Uzbek President Islam Karimov at joint session of the parliament on 12 November 2010.

Representatives of the USA, Great Britain, Germany, Japan, Italy, Singapore and Ukraine, international organizations and diplomatic missions in Tashkent, civil society and members of Senate and Legislative Chamber participated at the event.

Participants noted that reforms in economy, politics, humanitarian and other spheres are gradual, systematic and gradual. Proposal of Uzbek leader Islam Karimov to further deepen democratic reforms and formation of civil society will launch new stage of democratic development of the country and will assist Uzbekistan to enter to list of developed democratic states.

Representative of German-Uzbek Friendship Society and former deputy director Deutsche Welle Frank Lemke said that democratic and economic reforms in Uzbekistan are directly connected with civil society. All reforms are witnessing on democratization of the country as a whole.

Li Yung Yung, senior research worker of Institute of Political Studies under National University of Singapore said that time showed that Uzbekistan selected correct way of constructing democratic state. Uzbekistan achieved great results in past several years, he added. He said that gradual reforms in Uzbekistan attract attention.

Director of studying problems of civil society (Ukraine) Vitaliy Kulik said that gradual reforms, which Uzbekistan selected, was the most correct one. Concept, which was announced by Islam Karimov in November, gives new impulse for development of democratic institutions, creates new sustainable platform for multi-party system, further increases role of civil society, shortly lifts reforms to new level.

OSCE Project Co-ordinator Ambassador Istvan Venczel said: “Following democratic reforms in Uzbekistan, it is worth to mention that each year we see positive changes on the life of the state and the society. He added that the role of parliament is strengthening and the country carries out gradual and hard work in this direction.

Doctor of Political Science of Kansas University (USA) Omalicheva said that recent initiatives of the Uzbek Presidents attract special attention. She said that proposed reforms of executive power will bring to balance of powers, which corresponds to western liberal democratic standards.

Vardjakova, expert of Cambridge Forum on Central Asia (Great Britian) said the Uzbek President’s speech announced the most important aspects of further developing all spheres of the society life. She said that the concept will become stimulus for foreign investors, who want work in Uzbekistan.

Director of NDI office (USA) in Uzbekistan Clark Plexico I said that model of reforms, selected in Uzbekistan, can be used in other countries. He said the speech of the Uzbek President is important factor for further development of Uzbekistan in implementation of principle of transfer from the strong state to strong civil society.
