Draft Law Introduced to Strengthen Protection of Orphans and Children Left Without Parental Care
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has unveiled a draft law aimed at reinforcing mechanisms for protecting the rights and legal interests of orphans and children deprived of parental care.
The document empowers the National Agency for Social Protection and its regional branches to identify such children, keep official records, and provide alternative forms of placement.
Special attention is given to preventing repeat violations. Under the bill, individuals previously removed from the duties of guardian, custodian, or foster parent due to improper fulfillment of their responsibilities will be permanently barred from adopting or being appointed as a guardian or custodian in the future.
The draft law also introduces administrative liability for those responsible for the upbringing, education, and healthcare of children if they fail to carry out their duties.
A key innovation is the transfer of authority to appoint guardians and custodians from district khokims to the directors of Inson social service centers. In addition, notaries will be required to regularly provide these centers with information on applications for adoption, guardianship, or custody, as well as the authentication of signatures in such documents.
The adoption of the bill is expected to provide additional safeguards for protecting children’s rights and to strengthen the overall system of defending their legal interests.
