Russian citizen Dmitry Nagorniy, prioir to appointment, worked as head of MTS in Altay district and left the position in August 2014.

Earlier, Nagorniy worked as head of legal department of Sibir branch of MTS. He has legal education.

He started his work in telecommunication network in 1998, when he joined MTS legal department in Novosibirsk region and later became director of legal department of MTS-Sibir.

Universal Mobile Systems will start to render mobile communication services in Uzbekistan on 1 December 2014. MTS (50.01%) and Center for Radio Communication, Broadcasting and Television (CRBT) under the State committee for communications, development of information systems and telecommunications technologies (49.9%) are founders of the venture.
