Disability determination system to be improved in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev has signed a resolution "On additional measures to improve the system of disability determination."

According to the new resolution, an enhanced procedure for determining disability will be implemented.

Now citizens will be able to apply to their family doctors for disability assessment through the EPIGU platform (my.gov.uz), Inson Social Service Centers, or social workers.

Medical documents will be electronically forwarded by family doctors to the Medical-Social Expert Commissions (MSEC).

Additionally, a system for assessing the functionality of individuals over 18 years old will be introduced by employees of Inson Social Service Centers. However, the results of this assessment will not be used for disability determination until September 1, 2025.

For those unable to personally visit Inson centers due to health reasons, their health and functionality assessment will be conducted at home or in hospitals.

The new procedure will start in experimental mode from 1 September 2024, in Tashkent and the districts of Navoi region. From 1 September 2025, the procedure will be implemented in all regions of the republic.

Starting from 1 October 2024, specialized MSECs (psychiatric, phthisiatric, pulmonological, and pediatric) will cease to determine disability. This function will be transferred to inter-district and district (city) MSECs.

According to the resolution, an electronic procedure for disability determination will be introduced.

From 1 April 2025, requirements regarding current treatment periods necessary for directing citizens to MSEC examination will be abolished. Periods will be set individually based on the course and type of each disease.

Furthermore, the procedure for issuing MSEC recommendations regarding profession, sports, and education will be canceled.

The functions of MSECs for extending the term of temporary incapacity certificates and determining suitability for driving specially equipped vehicles will be transferred to state medical institutions.

Upon determination of disability for individuals over 18 years old, information on the duration and reasons for disability, medical-rehabilitation measures, and the need for prosthetic and orthopedic devices and rehabilitation technical aids will be recorded in the "Unified National Social Protection" information system based on clinical-functional impairments.

From 1 September 2025, the procedure for determining disability solely based on medical documents by inter-district and district (city) MSECs will be abolished. Instead, a procedure for determining disability based on health status and results of functional assessment in electronic form will be introduced.
