Tashkent, Uzbekistan (UzDaily.com) -- On 9 August, a seminar was held at the Museum of the History of Communications for the heads of departments of ministries and departments for the development of ICT, organized by the National Agency for Project Management under the President of the Republic of Uzbekistan, the Ministry for the Development of Information Technologies and Communications and the State Inspection for Control in the field of informatization and telecommunications of the Republic of Uzbekistan.

The event was organized in order to clarify the development process, conduct a comprehensive examination, approve, coordinate the implementation and post monitoring of ICT projects as part of the development of the E-Government and Digital Economy systems.

Opening the seminar, Deputy Director of the National Agency for Project Management under the President of the Republic of Uzbekistan Vyacheslav Pak spoke about the problems in the field of e-government, digital economy and ways to solve them. In particular, he emphasized the lack of common standards and, as a consequence, the fragmentation of information systems of ministries and departments. He also noted the need to create an e-government and digital economy system on a single platform, to organize Big Data storage and processing centers (Big Data) and their analysis (Smart data), which would solve the problem of unification, uniformity, efficiency and many others in the provision of public services .

He also underlined the problems associated with the development of normative legal acts, when the issues of creating information systems are not fully worked out, there is no further support for them, funding sources, owners, and responsible structures for their subsequent high-quality functioning are not determined.

“Creation of a mobile version of the“ Electronic Portal ”, inclusion of such areas as“ Electronic Government ”and“ Digital Economy ”in the curriculum, the introduction of innovative ideas and approaches, the establishment of public-private partnerships in the implementation of projects for the development of the“ Digital Economy ”, the blockchain technology "," Artificial intelligence ", supercomputers - just a small list of what needs to be done and what the Agency’s specialists are working on," he said.

Olim Umarov, First Deputy Minister for the Development of Information Technologies and Communications of the Republic of Uzbekistan, spoke about the opening of Amity University in Tashkent, in which state bodies can train their employees and even send them on internships on foreign trips on exchange programs.

He also focused on the constant maintenance of information systems after their implementation. As an example, he cited the “Open Data Portal”, which, with the introduction, helped Uzbekistan rise by 20 positions in the corresponding international rating.

Olim Umarov emphasized the importance of conducting project reviews, citing the experience of the Republic of Belarus, in which everything from project documentation to legal acts in the field of ICT is not approved without appropriate expertise.

Experts of the State Unitary Enterprise "Center for Project Management of Electronic Government and the Digital Economy" Dildora Akramova, Ilnur Isaev, State Unitary Enterprise "Center for Technical Assistance" of the State Inspection for Control in the Field of Informatization and Telecommunications of the Republic of Uzbekistan - Avazkhuja Kasimkhodjaev, and the Ministry of Finance - Akmal Arifjanov made presentations.

In particular, they revealed in detail the procedure for conducting a comprehensive examination of technical documentation projects for information systems in the field of ICT as part of the development of the digital economy systems, talked about the prospects for the development of the One ID e-Government user identification system, shared the capabilities of the interdepartmental data network, tariffs and the procedure for connecting to the networks of Uzbektelecom JSC, the procedure for certification of those facilities at informatization facilities.

Presentations were accompanied by questions from the audience. The questions concerned the possibility of developing a template standard for project documentation for its application without examination, introducing a unified identification mechanism for all information systems, suggestions were made to concretize the conclusions on the projects for their subsequent refinement, etc. Comprehensive answers were received to all questions. Representatives of the Agency expressed their readiness to continue carrying out outreach on the development of projects in the field of "Electronic Government" and "Digital Economy".
