Deputies approve bill on improving transport services in first reading

Tashkent, Uzbekistan (UzDaily.com) — During a session of the Legislative Chamber of the Oliy Majlis, a bill aimed at improving the organization of transport services was adopted in its first reading.

The bill includes measures of responsibility as outlined in the Code of Administrative Responsibility for violations of safety regulations related to freight and passenger transport by rail and subway, the use of faulty tachographs, as well as violations of work and rest schedules for drivers.

The bill also introduces liability for transporting goods by road without the necessary permits for regular routes, exceeding tariff rates, failing to comply with approved schedules, as well as for allowing vehicles on the road that violate established norms regarding size and weight, or deviating from the route specified in the permit.

Given the establishment of a Transport Oversight Inspection under the Ministry of Transport, amendments are being made to several legislative acts, including the laws "On Roads," "On Mandatory Civil Liability Insurance for Carriers," "On State Duties," "On Licensing, Permitting, and Notification Procedures," and "On Transport," to reflect the new responsibilities for state oversight.

Deputies noted that the adoption of this bill will help improve the quality of transport services, ensure affordable passenger fares on regular routes, prevent arbitrary actions in road construction and maintenance, and enhance transportation safety.

The bill was approved in the first reading.
