Tashkent, Uzbekistan (UzDaily.com) – The Legislative Chamber of the Oliy Majlis approved the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan to Improve the Activities of Local Government Authorities in Connection with the Adoption of the New Edition of the Constitution of the Republic of Uzbekistan” in the second reading.
Developed by a group of deputies of the Legislative Chamber based on their right to legislative initiative, the draft law introduces changes and additions to several legislative acts concerning the powers of hokims (governors) and local Kengashes (Councils).
Key changes include:
— The activities of local Kengashes will be led by a chairman elected from among the deputies.
— The chairman of the People's Deputies Kengash will not be able to be a member of standing or other commissions or party groups during the performance of their duties.
— A candidate for the position of hokim, considered at the Kengash meeting, must present a regional development program to the deputies.
— The mandatory registration and placement of documents adopted by local Kengashes and hokims in the Unified Electronic System (e-qaror.gov.uz), with unregistered documents being considered invalid.
The adoption of this draft law will increase the efficiency of the work of local Kengashes and strengthen the accountability of hokims to the people.
The draft law was approved by the deputies in the third reading.
