Current issues in legislative process and technique discussed in Tashkent
Tashkent, Uzbekistan (UzDaily.com) -- The UNDP project “Parliamentary Development Support” organized a two-day training course on “Legislative process and legislative technique” for deputies of the Lower Chamber. The training is on legal frameworks and practical aspects of preparing draft bills and role and importance of legal and technical clearance in legislative activities.

Participants of the trainings are deputies of the lower chamber with special emphasis on newly elected deputies of the Legislative Chamber. The training is based on advanced interactive modes of practical assignments, includes situational cross-discussions in small groups, as well as presentations.

To strengthen and improve the Parliament Chambers, including lawmaking, the training incorporated papers presented by Islam Karimov, President of the Republic of Uzbekistan, namely "Modernization of the country and building a strong civil society - our top priority” and Concept of further strengthening democratic reforms and civil society”.

As noted by the President the new stage of democratic reforms "will require from the Parliament a high initiative, continuous search for ways of enhancing the legislation, and from each member of parliament and from each political party – actions of as the top priority in carrying out the commitments they have assumed during the elections."

Law-making, like any art, requires specialized knowledge, certain skills to master the art of forming the legal requirements and the formulation of legislative acts. Therefore, the effectiveness of legislative document, comprehensiveness of its content, the correct and uniform understanding and application of its requirements in the most direct way depends on how it is aligned with the rules of legislative techniques in the preparation of the draft bill.
