The regulation was approved by the resolution of the Cabinet of Ministers “On approving regulation on issuing conclusions on contracts for public external borrowings”.

According to the regulation, the legal conclusions are issued by the Ministry of Justice of Uzbekistan on agreements of public external borrowings.

The borrower provides a package of documents to the Ministry of Justice to obtain the legal conclusions. The Ministry considers the documents within ten working days in line with its jurisdiction, including right of the borrower to attract external borrowings.

If there are no objections, the Ministry of Justice issues the legal conclusion. The conclusion can be issued in Uzbek, Russia or English languages.

The Ministry can reject to issue conclusion if the borrow did not submit all necessary documents, the documents have contradictions. The conclusion will not be issued if the borrow has no right to attract public external borrowings, etc.

In case of rejection to issue legal conclusion, the documents are returned to the applicant with letter on reasons for rejection.
