Currently, the draft resolution of the UN General Assembly on this issue is discussed at consultations with other member states.

In letter of the permanent representatives of China, Russia, Tajikistan and Uzbekistan to the United Nations to the Secretary-General Ban Ki-moon, it was said that the main goal of the code of conduct is to determine rights and liabilities of the state in information space.

The draft resolution said that the code of conduct is open for any state and the countries can joint it voluntarily.

In the offered draft resolution, it is noted that the states undertake obligation do not use information-communication technologies, including networks, to carry out hostile activities or acts of aggression and pose threats to international peace and security, as well as not to proliferate information weapons and related technologies.

The code of conduct also says the states will cooperate in combating criminal and terrorist activities which use ICTs including networks, and curbing dissemination of information which incites terrorism, secessionism, extremism or undermines other countries' political, economic and social stability, as well as their spiritual and cultural environment.

The state also will endeavor to ensure the supply chain security of ICT products and services, prevent other states from using their resources, critical infrastructures, core technologies and other advantages, to undermine the right of the countries to independent control of ICTs, or to threaten other countries' political, economic and social security, the document said.

The draft resolution said that the states will promote the establishment of a multilateral, transparent and democratic international management of the Internet to ensure an equitable distribution of resources, facilitate access for all and ensure a stable and secure functioning of the Internet.
