British digital development service shares experience with colleagues from Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Tashkent hosted an international “round table” on the theme “The future of e-government and digital transformation in Uzbekistan”, organized by the State Services Agency under the Ministry of Justice of the Republic of Uzbekistan and the UNDP project “Assistance in developing effective public administration” and digital transformation "; with the support of the British Embassy in Uzbekistan.

The event with the participation of representatives of ministries and departments of the Republic of Uzbekistan, as well as the Digital Development Service of the British Cabinet of Ministers (Government Digital Service, GDS) discussed the development and implementation of digital transformation strategies and programs, studying the UK experience in this area, developing and providing user-oriented public services, training young employees of state bodies in the basics of project thinking, designing services, as well as introducing a platform approach and in the development of government information systems.

The GDS is a unit of the Secretariat of the Cabinet of Ministers of the United Kingdom, authorized for digital transformation of the public administration system. Since its creation in 2010, it has become the driving force of reforms in the field of improving the system of public services, especially the digitalization of processes and the introduction of completely new approaches to designing services to meet the needs of users, developing digital platforms and using flexible project management techniques (Agile development). As a result of these measures, in 2016, the UK ranked first, and in 2018 - the fourth in the world in the UN ranking of e-government.

Alex Segrow, the head of GDS international projects, familiarized the participants with the evolution of e-government in the UK, the processes of developing and implementing digital transformation strategies.

One of the main themes of the round table, which runs the red line in all presentations, is the platform approach to digital transformation. In particular, UNDP project consultants spoke about the developed concepts of notification platforms and public control, and GDS Senior Software Analyst Liz Lutgendorff shared her British experience in creating digital platforms. In the UK, these platforms are used to provide more than 400 digital services, which saves more than 450 million pounds sterling annually.

During the presentation of the national rapporteurs, it was noted that in the framework of the implementation of the Concept of Administrative Reforms, special attention is paid to improving the system of public services and the digitization of administrative procedures. This year it is planned to develop a Concept for the development of the "Electronic Government" system, as well as a Strategy for the development of the national digital economy ("Digital Uzbekistan - 2030").

During the visit, the GDS delegation also scheduled meetings at the ministries and departments of the Republic of Uzbekistan, holding a training seminar on service design (service design) on March 7 for government officials involved in the development and delivery of public services.
