Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced amendments to its legislation concerning jewelry.
Key changes effective from 1 November 2024:
Import Control:
- Prohibition on Sales without Customs Payment: From this date, it will be prohibited to display or sell foreign-made jewelry in retail without proof of customs payment.
- Exception for Previously Imported Items: This rule does not apply to jewelry that was accounted for before September 1, 2024, in accordance with accounting regulations.
Export Regulation:
- Licensing of Scrap and Waste: Scrap and waste of precious metals, as well as metals plated with precious metals, are now listed as specific items requiring a license for export.
- Prohibition on Exporting Semi-finished Products without Hallmarking Office Approval: Export of semi-finished jewelry items outside Uzbekistan’s customs territory will be prohibited without a certificate from the Hallmarking Office.
Simplified Export for Individuals:
- Duty-free Export up to a Certain Weight: Individuals are permitted to export finished silver jewelry up to 200 grams and gold or other precious metal items up to 65 grams outside Uzbekistan without completing a passenger customs declaration.
- Export of Items Exceeding Specified Weight: Jewelry exceeding these weights will require completion of a passenger customs declaration.
Reduction of Import Duties:
- Reduction from 20% to 10%: Until 1 January 2027, import duties on finished jewelry imported into Uzbekistan will be reduced from 20% to 10%.
These amendments aim to strengthen control over jewelry imports and exports and encourage domestic production.
