Allplay Platform Declared Dominant Player in Uzbekistan’s Online Broadcasting Market
Tashkent, Uzbekistan (UzDaily.com) — Allmedia Safe Service has been officially granted the status of a digital platform operator holding a dominant market position. This decision was made by the Competition Development Committee in accordance with a formal decree.
The company operates the digital TV platform Allplay, which has been recognized as dominant in the market for online platforms broadcasting and distributing video and audio content, including television and film products.
Given its market position, Allmedia Safe Service is now required to implement an antimonopoly compliance system — a legal mechanism designed to prevent abuse by major market players. The implementation of such a system is mandated by Uzbekistan’s current antitrust legislation.
A digital platform is considered dominant when it benefits from a network effect and meets at least one of the following criteria: annual revenue exceeding 100,000 base calculation units (equivalent to 37.5 billion soums), more than 50,000 monthly active end-users, or more than 3,000 monthly active business users. Regardless of user count, a platform may also be designated as dominant if it accounts for more than 40% of a specific market segment. This status is subject to review every three years.
Operators with dominant status or superior bargaining power are prohibited from engaging in activities that may restrict competition. In particular, they may not obstruct businesses from establishing direct contact with users outside the platform.
They are also strictly forbidden from using competitors’ data without consent or from creating conditions that restrict the sale or purchase of goods from such competitors. Favoring their own products or services over those offered by other users or third parties is also not allowed.
Furthermore, dominant platforms are prohibited from limiting users’ ability to install third-party applications or access external services. Unjustified deterioration of service quality or creating barriers for users wishing to switch to other providers is likewise not permitted.
