The draw takes place on May 20 in the host city of Tashkent, Uzbekistan.
The 16 finalists have been classified on the basis of the final rankings of the AFC U-16 Championship 2008 and allocated to four pots of four teams each.
As the hosts, Uzbekistan will be ranked No 1 and drawn into position A1.
There will be five pots in total - one country pot and four (A, B, C, D) group pots to determine the group positions.
Pot 1 will comprise Uzbekistan, Iran, Japan and UAE. In Pot 2 will be Australia, Syria, China and Indonesia. Pot 3 will contain Kuwait, Oman, Vietnam and Jordan. Pot 4 will house DPR Korea, Iraq, Tajikistan and Timor Leste.
The four winners of the quarter-finals will play in the semi-finals and the two winners will advance to the final. There will be no 3rd & 4th placing play-off.
