The Bombardier Canadair Regional Jet (CRJ-200) aircraft of SCAT Airline was travelling from the northern town of Kokshetau to Almaty.
Kazakhstan's Scat airlines said it believed everyone on board died when it crashed in heavy fog at 1300 local time (0700GMT) on approach to Almaty.
The statement added that 20 people were on board the aircraft, including five crew members and 15 passengers.
The preliminary cause of the accident is bad weather. Not a single part of the plane was left intact after it came down.
A government commission has been set up to investigate the causes of the crash.
