A new mechanism is being introduced in attracting investment in the tourism sector

Tashkent, Uzbekistan (UzDaily.com) -- To date, the absence of a specific mechanism for cooperation in attracting investment, the tourism industry between local government bodies, relevant ministries and the authorized government agency in the field of tourism has been one of the constraints for accelerated development and creation of the necessary tourism infrastructure in republic.

In particular, the State Committee of the Republic of Uzbekistan for the development of tourism had no authority in deciding on the provision of land for investors, who intend to organize tourist infrastructure facilities.

Local authorities issued lands, which are inconvenient for creating tourist infrastructure facilities, in particular from land and pastures that do not have utilities and are used in agriculture, etc.

Decree of the President of the Republic of Uzbekistan “On measures on further development of the tourism sector in the Republic of Uzbekistan” was adopted.

In order to effectively solve these problems, the State Committee for Tourism Development received several powers, including allocation of lands to investors.

According to this Decree, the committee was given the authority to submit proposals to the Coordinating Council on the organization of territories for the development of tourist infrastructure in the regions based on field studies of potential territories, the organization of planning and design in potential territories for the placement of tourist infrastructure, as well as negotiations with investors on attracting investment in the tourism sector, signing investment agreements and contracts with investors, etc.

For these purposes, within the framework of the Decree, the Office for Development of Tourist Zones and Clusters with a staffing of 15 units is formed in the structure of the central apparatus of the State Committee for Tourism Development, consisting of architects, cartographers, urban planners and civil engineers, with the task of organizing the planning and design of accommodation objects of tourist infrastructure.

In general, the provision of these powers to the State Committee for Tourism Development will allow for broader support of business entities and investors building tourism infrastructure and the introduction of simplified mechanisms for allocating optimal land for investment projects.
