31 Companies in Uzbekistan Designated as Having Superior Bargaining Power in Goods and Financial Markets

Tashkent, Uzbekistan (UzDaily.com) — The regional departments of the Competition Development Committee of the Republic of Uzbekistan have conducted a large-scale study of business activity in the goods and financial markets, as well as the current state of competition across various regions of the country.

As part of this analysis, special attention was given to key market participants in sectors such as municipal waste collection and removal, railway transportation, quality control in the oil and gas industry, liquefied gas storage, and the production and sale of thermal energy.

Based on the findings and in accordance with Article 14 of the Law “On Competition,” the regional offices of the Committee issued official orders recognizing a number of companies as possessing superior bargaining power within their assigned territories. This means that although these entities do not hold dominant positions in their respective markets, they can still unilaterally influence transaction conditions, set prices, or determine the geographic reach of their services.

In the Samarkand region, companies providing household waste collection and removal services were identified as having such power. These include GOLD MARJONABEGIM LLC, SHOXIMARDON ASQAROV Private Enterprise, MANSURBEK QO‘RG‘ON BIZNES LLC, KATTAQO‘RG‘ON OBOD SERVIS LLC, and IKROM NASRULLAEV LLC.

In the Kashkadarya region, the same status was granted to companies operating in the same sector: QASHQADARYO EKO TRANS LLC, BI-SAY LLC, BINOKOR AZIZBEK EKO LLC, BEKNUR STROY SAVDO Private Enterprise, QAMAY QORASUV ECOS LLC, EKO-HAYOT LLC, NURISTON TOZLASH LLC, KOSON STROY STANDART SERVIS LLC, INTIZOR OYBEKOVNA LLC, CHIMYON EXPRESS LLC, KASBI EKO-HAYOT LLC, ILG‘OR VOHA Farm Enterprise, and SOLITARY GARDEN LLC.

In the Jizzakh region, the list includes TOZA-EKO HUDUD LLC, JIZZAX VILOYATI TOZA HUDUD Directorate, and several other entities affiliated with EKO SFERA and its branches.

In the Navoi region, NAVOIY TEMIR YO‘L TRANSPORTI LLC, which manages railway operations and transportation, was recognized as having superior bargaining power.

In the Bukhara region, NEFTGAZTADQIQOT JSC and the BUXORO GAZ TO‘LDIRISH STANSIYASI Directorate, responsible for research, testing, quality control in the oil and gas sector, and liquefied gas storage, received the same designation.

In the Tashkent region, the Almalyk Mining and Metallurgical Complex, which produces and supplies thermal energy, was also classified as a company with superior bargaining power.

According to the law, a business entity’s ability to unilaterally determine key terms of transactions—without holding a dominant market position—is considered a sign of superior bargaining power.

Such companies are subject to enhanced oversight by antimonopoly authorities to prevent anti-competitive practices and potential abuse.
