European experts share the knowledge for improving the public administration in Uzbekistan

Tashkent, October (UzDaily.com) – During the first workshop in judiciary sector provided within the Technical Assistance and Information Exchange Instrument of the European Commission (TAIEX DEVCO), the EU experts from Croatia, France, Poland and Spain will share their knowledge on simplifying the public administration to the best interests of Uzbekistan citizens. The online workshop was co-organized with the Ministry of Justice of Uzbekistan.
The two-day webinar aims at strengthening the capacity of the staff of the Ministry of Justice and other public institutions in regulatory impact assessment and simplification of the public administration. Following the adoption of the National Development Action Strategy on Five Priorities 2017-2020, the number of adopted legal acts has doubled in Uzbekistan. The increasing number of legislation is paving the way for important reforms, while also increasing a burden on the public administration, risking the efficiency of the government.
‘’Simplifying administrative rules and procedures can help to promote accountability, predictability and transparency of public administration and reduce the burden on economic operators, public service users and taxpayers. This can help to create more trust between the state and its citizens’’, highlighted Jussi Närvi, Chargé d’affaires, Delegation of the EU to Uzbekistan.
Jussi Närvi, Chargé d’affaires also emphasized the benefits of reducing the administrative burdens to the country’s economy and integration into global markets: ‘’The simplification of public administration can also encourage local and attract foreign direct investment as it boosts the benefits in the private sector. Regulatory impact assessment tools can also facilitate the progress towards international standards that the government is committed to apply (..) and help the national authorities to protect the rights of the most vulnerable groups, such as persons with disabilities or women, and avoid a negative impact on environment.’’
During the workshop, the participants from the Ministry of Justice and its regional departments, Oliy Majlis, Tashkent State University of Law, and other state institutions will acquire knowledge and skills in a) reducing administrative burdens to the citizens and businesses, b) using digital tools in the public administration and national legislation, and ) developing more efficient regulations.
TAIEX DEVCO is the Technical Assistance and Information Exchange Instrument (TAIEX) designed for partner countries and territories covered by Directorate-General for International Cooperation and Development (DEVCO). It provides rapidly mobilised short-term technical support using European Union Member States’ public sector experts in response to requests for assistance from public institutions in partner countries. In order to ensure the maximum impact, TAIEX DEVCO aims at strengthening the national development policy context and supporting the achievement of the Sustainable Development Goals, in line with the EU commitments to the Agenda 2030. This is the second TAIEX DEVCO activity in Uzbekistan. The first activity (30 June 2020) aimed to increase the capacity of the State Committee on Statistics in planning the population and housing census.
